What net debt is
It is the debt of the public sector (federal government, states, municipalities, the Central Bank and the state-owned companies covered by the statistic) minus financial assets, such as international reserves and government credits. General government gross debt, used in international comparisons, does not subtract those assets and covers only the general government, so it is usually larger. Both concepts are published by the Central Bank and expressed as a share of GDP.
